  • ATTENTION: We Will Be Inspecting Meters in Your Area

EOCWD is conducting an inventory, identification, and removal of lead service lines, if found, to ensure the safety of drinking water and to maintain compliance with the EPA’s Lead and Copper Rules. To meet this obligation, our field team will be conducting inspections on every water meter in our system until October 2024. This process will involve accessing meter boxes to uncover water lines and accurately identify their materials. Additionally, we are also checking the service line material where the line enters the customer’s dwelling. While we do not anticipate discovering any lead service lines, we are actively confirming the material of all service lines during this period. For further information or any questions, please feel free to contact us at 714-538-5815 or visit https://www.epa.gov/ground-water-and-drinking-water/revised-lead-and-copper-rule.

  • Rate increase deferred during pandemic now effective August 1

A previously deferred rate increase will now go into effect August 1, 2021, for retail water customers. The rate increase had been part of a multi-year phased approach and was first approved in 2016 by the EOCWD Board of Directors. The increase was deferred in early 2020 in response to the COVID-19 pandemic to assist residents and businesses who may have faced job losses or closures. The district also took steps to reduce costs, such as deferring capital improvements and a freeze on staff pay raises. The rate increase approved in 2016 came in response to rising costs to deliver water to residents, including costs for imported water and essential infrastructure investments. More information on the approved rate change is available here. It’s been a challenging year for everyone, and at EOCWD it’s been no different. As always, we have remained committed to providing our rate payers hometown service, fiscal discipline and direct accountability.

  • EOCWD Board names new General Manager

The Board of Directors of the East Orange County Water District has appointed David Youngblood as General Manager, a district official announced today. Youngblood replaces longtime district head Lisa Ohlund, who has served since 2009 and retires at the end of this year. “On behalf of my fellow board members, I want to thank Lisa Ohlund for capping her 38-year career serving water and wastewater customers with us here at East Orange County Water District,” said Board President Doug Davert. “We are proud to appoint David Youngblood as our new General Manager. He brings 25 years of experience in water resource management here in Orange County with both public sector and private consulting experience.” Most recently, Youngblood led engineering and operations at the Laguna Beach County Water District and previously led engineering efforts at both the South Coast Water District and Orange County Water District. Prior to those public sector engagements, Youngblood worked for several prominent engineering firms in the county. Youngblood has also maintained an involvement with industry organizations and previously served as president of the Orange County Water Association. “I want to thank the board of EOCWD for the trust they have placed in my abilities,” said Youngblood. “I look forward to working with the district staff to continue delivering high-quality water and sewer service. I’m also eager to lead the effort to deliver some truly challenging infrastructure projects in the near future while continuing to engage with our residents in North Tustin, Tustin and Orange, who have created a strong neighbor-focused community.” Youngblood’s priorities include continuing the district’s record of quality water and sewer service delivered in a fiscally responsible manner. He also plans to focus on protecting the district’s groundwater resources as well as the sewer reliability project planned for Tustin neighborhoods along Browning Avenue. EOCWD serves retail water customers in unincorporated North Tustin and the city of Orange. The district also provides wholesale water to area agencies in addition to maintaining and operating local sewers.
