NOTICE OF PUBLIC HEARING: Composition of Trustee Areas

NOTICE IS HEREBY GIVEN that the Board of Directors (“Board”) of the East Orange County Water District (“EOCWD”) at its regularly scheduled meeting beginning on September 15, 2021, at 5:00 P.M., will invite public input via virtual presentation regarding the composition of trustee areas prior to the initiation of the map-drawing process.

The public hearing will be held at the District Office located at 185 N. McPherson Rd., Orange, CA 92869. Pursuant to California Governor’s Executive Order No. N-29-20, executed on March 17, 2020, and currently effective through September 30, 2021, there will be no public location to attend this meeting and/or hearing in-person. Interested persons will be able to attend and submit comments either by Zoom or by telephone (information below). Any person desiring to make comments, or present information to the Board may do so live on the Zoom videoconference or via telephone, or by e-mailing any and all comments at least 30 minutes prior to the meeting to Sylvia Prado at sprado@eocwd.com. Written comments may also be submitted to the Board, care of Ms. Prado, at the above-referenced District Office, provided such comments are delivered before the conclusion of the hearing.

The meeting may be accessed at the following:

This public hearing is part of the statutory process for establishing a “by-trustee area” elections system. In a by-trustee area elections system, EOCWD would be divided into trustee areas and each Board member would be elected by only the registered voters in the particular trustee area where the Board member resides. The Board is currently elected using an at-large elections system, in which all Board members are elected by voters of the entire East Orange County Water District.

This public hearing is the second of two hearings held for the purpose of receiving public input regarding the composition of the trustee areas to be formed and the criteria the demographer will be directed to consider in drafting trustee areas, which will be the subject of future hearings before the Board.

Questions or comments should be directed to General Manager David Youngblood, care of Sylvia Prado, at sprado@eocwd.com or (714) 538-5815.
