A Segment of the Sewer Capacity, Reliability & Augmentation Project

Due to heavy rain, progress on the second phase of the Browning Ave segment was delayed.  Now, construction is continuing on the corner of El Camino Real and Browning Avenue, as well as the corner of Nisson Road and Browning Avenue with the installation of sewer pipe under the 5 Freeway.

Construction Schedule

East Orange County Water District (EOCWD) is continuing work on the Sewer Capacity, Reliability & Augmentation Project and work will soon resume in your neighborhood. Please plan ahead, leave early, and allow extra time to reach your destination.


Due to heavy rain, progress on the second phase of the Browning Avenue segment was delayed. Now, construction is continuing on the corner of El Camino Real and Browning Avenue, as well as the corner of Nisson Road and Browning Avenue with the installation of sewer pipe under the 5 Freeway. Construction will last approximately two months until completion.


Construction hours are 7:00 a.m. to 4:30 p.m. Monday through Friday and some Saturdays. Please keep in mind that inclement weather may necessitate schedule changes.

Why is the Project Needed?

Select sewer lines are being upsized, allowing for continued reliability and future population growth.


The current sewer system dates back to 1962 and some sewer lines are in need of repairs/replacements to ensure toilets, shower and sink drains remain operational. 

What to Expect During Construction

  • Open trench excavation of existing pipes.

  • Street lanes may be restricted.

  • Neighborhood streets will remain open during construction.

  • Signs will be posted if any temporary parking restrictions are necessary.

  • Increased truck and construction traffic.

  • Noise, dust and vibrations.

  • Access to driveways will remain available. 

  • Pedestrian access will be available.

  • All businesses are open during construction.

Browning Avenue Segment Benefits

  • Upsizes more than 3,700 feet of sewer pipe constructed in 1962.

  • Installs a new 300-foot crossing of sewer pipe under the 5 Fwy.

  • Sewer pipes will be increased from 10- and 12-inch pipes to 15- and 18-inch pipes.

  • New sewer manhole.

  • Existing sewer lines remain in place during construction.
